Parade rest regulation?

Only Corporals, they are considered NCO's and have been in a position of leadership for six months to a year of leadership (PLT SGT or NCO position) because there was no leadership around. Maybe he is SPC-P and think he deserves the respect, who knows. If you want to force him to write a counselign statement and see if he knows how to, since he claims he is an NCO then take a chance....this is on you.
