The fact he says he loves you like a sister realy isnt a good sign, guys dont want to do anything romantic with there sisters lol in my opinion i think hes likes you like a best friend, thats why you mess about and stuff but youve been friend for quite a while and now your sisterly, however this situation can be saved, youve just got to make that move from, friend to datable, firstly i think a change is in order, hes youst to seeing you and you being a certain way, you need to do something that he thinks oh she looks different or wow i didnt know she did that, for example, get a new hair colour or style or cut, different make-up style or outfit and try learning something new, something hed admire, like if he likes music, start learning the guitar or if you wana stay with the sport theme, dance class etc when you see him on tuesday or if you cant, arange another day, youl turn up and hel think you look different then when you start chatting oh what are you doing now, oh im going to take up whatever, ask him about himself, seem interested, smile, good eye contact, then you should tell him something, he share stuff with you, just say to him something about you, no one knows also the fact you havnt spoken you can say, im glad ive seen you, ive realy bin missing something latley and when he says what, you can say talking to you and smile, keep chatting, have fun, nearing the end of the day say to him, theres something ive been realy wanting to tell you, i realy like xx
